After some searching an interesting approach (though not what you asked for in any way) is installing the Windows 7 boot loader on a Windows XP system - and then booting Windows 7 from vhd, having XP installed as normal.

That is not what I want to do, I want to strictly install Windows XP on the Surface Pro 6's real hardware and I know that there is pretty much no drivers for anything.

What I did was install a third-party SATA card in the original machine and the drivers for same, then I moved the hard drive and SATA card to the target machine and used the SATA card for the first boot, after which I installed the needed chipset drivers.
